Parking Information
Blaby District Council has 14 Public Car Parks
- Four are Pay and Display (see the Off-Street Parking Places Order in the downloads below for charges)
- Five are associated with Recreational and Leisure Facilities
- The remaining five are located in several villages throughout the District
The hours of operation and charging for the pay and display car parks are 8am to 6pm Monday to Saturday (including Bank Holidays). Sundays are free to park.
The pay and display car park in Blaby Town centre is located on Enderby Road (Forge Corner) and Johns Court (Iceland). The other three are within Narborough Village and include Weavers Court, Leicester Road, and Narborough Station.
Most of our pay and display machines offer coin, card, and contactless methods of payment. Some machines are limited to card or contactless payments only. These are sign posted and alternative machines are available. Payment methods are available at every level of the tariff for each car park. Unfortunately, no change can be issued from the machines for security reasons. For a full list of charges, click the below purple banners.
For further guidance on how to pay by card please see our Contactless Payment guide in the download section.
PayByPhone is also available in all pay and display car parks, allowing users to purchase and top up parking whilst away from the area. No ticket is required in this case, with all transactions dealt through the dedicated mobile phone app. For further information, please visit our Pay By Phone page.

Enforcement
We have two Civil Enforcement Officers (CEOs) who are employed by Harborough District Council as part of an enforcement partnership with other District and Borough Councils in Leicestershire. They patrol our car parks and can issue Penalty Charge Notices (PCNs) for offences in contravention of the parking restrictions. They also enforce on-street areas of Blaby District on behalf of Leicestershire County Council.
All PCN complaints, appeals, and payments are dealt with by the Notice Processing Unit (NPU) based at County Hall in Glenfield. Any queries regarding parking fines should be directed to the NPU by following the appeals procedure which can be found in the reverse of the PCN.
